He was born in Havana, on May 9th, 1943. He graduated from the Technological University of Havana as an Electronics Engineer in 1968. He obtained a Science Masters’ Degree in 1977, in the Telecommunications specialty from the Technological University of Havana and Toronto (Canada). In 1980, he was appointed Director of Science and Technology of the Cuban Ministry of Communications (MINCOM), and Main Constructor of the Unique Systems of Commutation Media and Digital Transmission of the Council for Mutual Economic Assistance (COMECON). In 1982, he was granted the Scientific Category of Full Researcher. In 1985, he was appointed Development Manager of the Cuban Ministry of Communications (MINCOM). Between 1982 and 1990, he was the academic tutor of several Graduate and Masters' Degree Theses; and published many articles that were related to Telecommunication, Business, and Macroeconomics. In 1998, he was declared a Distinguished Official of the State and the Government. Since 1990 until 2003, he was the General Director of the first Cuban mobile telephone company (CUBACEL). He has given lectures in several national and international scientific events related to the ITU, the United Nations, the World Bank, and the COMECON. He has obtained multiple national and international awards and distinctions. Currently, he works as a Full Researcher at the Cuban Telecommunications Research and Development Institute (LACETEL).
