Degree in physics from the Institute of Physics "Guglielmo Marconi", Università degli Studi Sapienza, Rome, Italy. Doctor in meteorology and geophysics. He is a specialist in satellite data applications to different meteorological, geophysical and environmental disciplines. He teaches microwave remote sensing at the National University of Luján (UNLu). Officer of the National Meteorological Service of the Italian Air Force in 1967-1978. From 1978 to 2007, he worked for the European Space Agency (ESA). From 1985, at ESA's European Space Research Institute (ESRIN) in Frascati, Italy, he was responsible for the development of the ground segment of the first European radar satellite ERS-1, until its launch in 1991. He was ESA representative in different international groups, lecturer in many international courses, professor of Geomatics at the Universities of Rome 1 Sapienza (2002-2019) and Rome 2 Tor Vergata (2003-2011). He was a member of the International Group of Experts of the Pro Tempore Secretariat of the Space Conferences of the Americas (SCA) in 2002-2008. In the last years of his career at ESA he was appointed Special Advisor in the field of Earth Observation.

He has had several results, in particular on analysis and forecasting, and satellite data applications, being supervisor and then head of the meteorology section in the Program of the first European geostationary meteorological satellite METEOSAT at ESA's European Space Operations Center (ESOC) in Darmstadt, Germany. Responsible for the development of the ground segment of the first European radar satellite ERS-1 and ESA's referent towards the scientific and technical community for multidisciplinary applications of the new data. Pioneer in ESA's activities in Earth Observation (EO) education and training and creator with his collaborators of the multilingual ESA Eduspace website. He is Honorary Member of the Latin American Society of Remote Sensing and Spatial Information Systems (SELPER) and of the Italian Association of Teachers in Geography. He is a member of the Italian Association of Atmospheric Sciences and Meteorology. He is the author of numerous articles at national and international level. He has received several national and international scientific awards.
