In addition, as the Director of the Institute for Advanced Research and Digital Solutions in Science and Education of PFUR he was engaged in the development of the model of digital competencies for teaching staff of higher education organizations, as well as an additional program "Digital Teacher"; development of the model of digital competencies of administrative and managerial staff of higher education educational organizations; and development and implementation of a networked professional development program "Management of digital transformation of higher education institutions" jointly with Innopolis University.

He was the Deputy Director of the Department of State Policy on General Education of the Ministry of Education and Science of the Russian Federation and Deputy Director of the Department of State Policy on Higher Education of the Ministry of Education and Science of the Russian Federation.
